Why there isn't a unified standard for all Android Brands

I hate it because I just switch from SONY to Samsung.
The settings are are completely different on the two brands.

Why android can't have a unified standard for the aspects of settings?

well android as an OS is a standard... What you are talking about are overlays that manufactures make to run over android. HTC has sense, Samsung has Touchwiz, Sony Ericsson has whatever theirs is called, and LG has whatever theirs is called lol. At the roots of all the overlays they are basically the same just there are more things added with overlays than there would be with vanilla android. Sure google could make it so manufacturers weren't allowed to skin android, but then were would the fun be? It would be like iOS... One boring skin running on all androids. I think with the addition to manufacturer overlays it adds more diversity to androids. I mean if you don't like an overlay then you can always root your phone and flash a custom rom that doesn't have the overlay (if your phone has dev support at least). So IMO I don't think Google should set a standard of all androids running vanilla.
