I'd also recommend visiting your device's All Things Root subforum. Root matters are often device-specific, so it's good to be able to ask people who use the same device as you (you don't say what your device is). As an example, ROM Manager has compatibility problems with some devices, so isn't a good solution for everyone.
Having said all that, if you are sure that the download is OK, then boot into recovery, toggle signature verification, and then try to install from recovery and see whether it works. It may just be that the package isn't signed properly.
Before flashing anything you should take a nandroid backup, and also back up any apps or data you wish to transfer to your new ROM (e.g. using Titanium Backup), because you should factory reset the phone before a new ROM will work, and you can't use the nand backup (recovery backup, which is presumably what you told ROM Manager to do) to restore these to a new ROM because that will replace the ROM as well.
