Default WiFi Whitelist or similar

I work with Mobile Device management software targeting enterprise mobile fleets.

Recently I have gotten numerous requests to be able to block what WiFi networks these enterprise mobile devices can connect to. Essentially, these companies are looking to prevent their mobile devices (android mainly, some iOS) from connecting to public WiFi networks, such as Starbucks or Panera free WiFi.

I didn't believe this was possible, but I was recently told that another product out there offers this functionality. I haven't been able to find anything that allows someone to accomplish this though, so I am came here for help.

Does anyone know of any sort of product (app or other software) that would allow a company to accomplish this?

My IDEOS TABLET is able to connect to wifi on but I cant access internet while on the ipad I am able to browse. Are there some settings I have to adjust on my tablet?

Connecting with wifi is very convenient to use.
