Default How to get WIFI notification without connecting to it?

Hi, I am using a Samsung Galaxy S3. I hope my question is not device related.

I constantly go to a library where there is a WIFI network. To use it, I have to go a page, accept its usage agreement, and click submit.

My phone is automatically connected to this network. However, if I dont go to that agreement page, then my phone is not truly connected to the outside internet and my emails do not sync. I usually find this only when I notice that no new emails come for a long time.

Here is what I want: Do not connect to any network automatically, but instead show something in the notification bar area whenever a wifi network is available.

How can I set my android phone? Or which app do you know can do this?
