The core speed isn't everything. In fact it won't even be noticeable because the chipset on the SII is that much better, with a better graphics chip. The key here is that more apps are sure to run better on an SII.
As said before Sony's skin may cause it to run slower, and since the SII has graphics acceleration of the skin, it would cause both devices to seem as fast as each other.
