Default Why don't all phones have tv lock animation? +1 more ?

Why don't all phones that run gingerbread and up have the tv lock animation? Why wouldn't the companies include it? Like why would htc or samsung decide not to put it in some of their phones? It's not like it would make it lag or drain battery or anything? Or are the phones that i've had experience with just have it turned off or somthing, if thats even possible. It doesn't really make sense why every phone at least on gingerbread and above wouldn't have it.

Also, another question. How do you tell if you are saving stuff to your sd card or to the phone itself? Like if my phone has 2gb internal and I have a 16gb sd, how do I tell when it is saving to what?

1. Maybe the phone has quite weak hardware. For example, a Galaxy Y has almost no animations like that because it is a drain on resources and may cause it to lag. A Galaxy SII has no such problems because the hardware is more powerful. The cheaper the phone you get, the weaker the hardware and thus less effects included.
