Nexus 4 is a nice phone on paper. Performance wise it will smoke ANY AND ALL phones in the market at the moment, even the LG Optimus G which has the same hardware (mainly because LG's proprietary Android version sucks IMO) because not only has it the latest and greatest hardware available, it has pure Android.
My only caveat against it is the unexpandable storage and the non-removeable battery. I can't see any news of any 32GB version, so you most likely will be stuck with 16GB. That for me is a deal breaker. As I like having my phone as my music player (saves the hassle of bringing a phone AND a Galaxy Player/Walkman/iPod) its a deal breaker for people like me who likes their entire collection on the phone OFFLINE.
So if the non-removable battery and non-expandable storage aren't dealbreakers for you, go get the Nexus 4. If its something you want to have, you'll have to go to Samsung's SIII.
