Default killing other user processes

Hello everyone. i know how to kill my main user processes, but have no idea how to kill other users. For example if i go to settings > apps, i can see that i am the owner, right? also i see my little brother acc, that eats a lot of cpu with all those gamea hanging in thwe background. The thing is - i can't kill those apps under my account, i tap them but it not reacting! I installed some appkiller, but it not showing the too. How do i close his apps whitout switching accs every time?
