First step is to always reboot. Just like your computer, this will fix 85% of the issues.
If that doesn't work, then a data wipe is probably needed. Do a factory reset and that will clear the cached information for every app. It will be like a brand new phone. Just be aware you will need to set your phone back up.
Are you running custom software? What phone is it?
