Looks very much like a non-branded Chinese phone of unknown manufacture
, sold by a Chinese wholesaler. What's probably happened the software has become corrupted or damaged, rendering it bricked and un-bootable. Unfortunately it's an all too common occurrence with phones like this.
There is probably almost no chance of reloading the software yourself, as that's generally not available because the manufacturer is unknown. You'll have to return it to wherever you purchased it, and hope for a replacement or refund.
