Question Does HTML5 video have to be "served"?

I'm developing a web-based demo that will run locally (offline) on my Thrive (Android 3.1) tablet. I've installed FireFox, which lets me load local web pages, and which supports a couple of HTML5 video formats.

Will I be able to play a local video via an HTML5 video tag? Or does the video have to be "served" (delivered via a webserver) to work in an HTML5 video tag?

(Yes, I know I could find out by trying it -- but there are multiple HTML5 video formats, and I was hoping to find out if it's even possible before I begin slogging my way through them.)
