Google would approach it with gradualism as opposed to major leap like that. For tablets, which naturally cost more and are considered more of a luxury purchase than a phone, this spec requirement could be realistic. However, I don't see that as happening for phones. The ability to get cheap, easy to use smartphones for entry level consumers is a huge boon to Google. I would only assume they'll fork the development, but that also would be bad.
Obviously as technology reduces in price while increasing in capability we'll see better phones, but this rumor is automatically going to get transferred to the phone end (even if it is for tablets only) and then you'll see a bunch of topics for it. To me reporting about new phones or features seem reasonable, but planned obsolescence (which is fairly common in this market) seems abrupt to say the least.
