Hi MiltonPulse 
You Just downloaded a theme , You need a Program to run with it. So you have to download a program like Ahome {link to Small free version} or Pandahome {Free & The one I would recommend}.
You simply run one of the programs above , In the settings of the apps you can change the themes to the ones you downloaded. Thats the reason you get the message , the themes run within the above programs and not run on their own. As you'll know through a simple search their's plenty of themes out their!
