For notification sounds, you'll need to make a folder on your SD card and name it "notifications", no quotes or caps, and put any custom sounds you want there. That will make them available from the notification sound menu. BTW - The same can be done for "ringtones" and "alarms".
For different sounds for individual text contacts, I think you'll need to download an alternate text app such as "Handcent" or "ChompSMS" - both available in the market.
