I'm not familiar with the Pandigital Novel, but on most Androids the easiest way I can think of is (or at least likely similar to):
Open the Gallery/Photo album > find and open the pic you want as your wallpaper > hit the "Menu" button > select "Set As". This should give you the option to set it as your wallpaper.
And, if you don't already know this, you can shrink or enlarge, and move the crop box that will appear as you're setting it around to select the part of the pic to use.
