Default Uploading to the Android Market

I am new to developing Android applications and am looking for my first tablet. I would like to get the Elocity a7, but I want to be certain that I will be able to upload my apps to the Android Market. Must a tablet have the Android Market app preinstalled to be able to upload to the Android Market?

Yes and you must have a developers account with Google.

Also, the apps you make with App Inventor will not be accepted. You will need to get them signed before you can serve them on the Markeplace. Something like AppToMarket will do the job.
