Send SMS with GPS position

Hello,

I have created one app to send SMS, with GPS position. I need to control the amount of sended SMS by distance and/or time, but my app doesn't works well.
I want to receive one SMS with 1of2 conditions:
100 meters or 4 minutes.

What's wrong with my code?
