Hi ... I am a Romanian citizen and i want to publish an android application, but I can`t do that from my country. I have a residence in Germany , and i want to know if I can publish my app from Germany , if I have a bank account there.

As long as the address you sign up for the Google Dev. account with is in a supported region, then you can publish in that region.
