Default App development Plaforms

Friends,
I need to develop an app with some very basic functionality such as a check in and payment processing.
Are there any platforms like Wordpress or Drupal (For websites) that allow rapid app development through reusable modules ?
I googled and cam up with appsbar and andromo, however neither seems powerful enough.

"Check In" and "Payment Processing" are not basic at all... In fact, I doubt there are any high level dev tools that would facilitate this functionality. Your best bet is to learn Java, learn Android dev, and make it from scratch. There, of course, are libraries that already exist for payment processing, such as Google's Payment API, so you won't have to completely re invent the wheel.

Why not use HTML5 for your purposes? You anyway need a server-side component to handle check in and payment. Develop a mobile site and if there is a need for it, bundle it into an application using Apache Cordova (PhoneGap)
