Default Need to target ics 4.0.4

New to Android development. Downloaded Eclipse and the ADT. When I try to run an app on my tablet the ICS version isn't offered. I've searched everywhere to find it. The one place where I seemed to have found it the links didn't work.
How can I get the R17 APIs?

Assuming your development environment is setup (eclipse and android sdk installed, and eclipse points to the sdk), in Eclipse, you can click Window->SDK Manager and then you should be able to select the correct APIs/tools from there and install them.
