Steps to push android SDK on a new hardware

Hi,

I've a requirement wherein i need to push the android SDK on a new hardware (having ARM processor) which has serial port but doesn't have boot loader.

Can somebody point me to a link/source or give me steps how to do this as i'm very new to this?
