Default Is it possible to make this app? (Please read inside)

Hello Guys, I just want to ask if it is possible to make an Image Scanner that will work offline?

We submit this kind of app as our title proposal for our thesis, and we're not sure if our idea is possible. Here's what we aimed to do:

It's like a navigator for our school campus. We want to make an app that can take a picture of any location (of our campus) and the app will tell where the user is. But we're not sure if we can make it function offline... Our idea is to put set of pictures as a local database of the campus' locations so we can still make it work offline. So, the concept is to compare the taken picture with the pictures stored inside the app, and generate a result that will tell where the user's location is. Do you think its possible?

We are currently finding some tutorials about image scanning, but what we are finding is about barcode/QR scanning. We hope that we can find some help here. Thanks.
