Look at Android Codepad in the Market.
The bad news is that it didn't work at all for me.
The good news is that the approach (using online services to perform the syntax highlighting rather than attempting to implement it locally) seems sound, and it is completely open source.
If you get syntax highlighting working for Perl, that would be much appreciated :-)
