I have searched and searched and seen that their are several other people who are looking for something that does this. I do have some experience in programming but making apps is completely new to me. I believe it's just a simple request...

I have a Nexus S and the notification system is anything but good. I'm looking for an app that will turn on the screen of a phone for 10-20 seconds when a notification is received. Their are several in the market that does this as well as pop up a message but you have to have both not just one.

From my research I think that android security doesn't allow apps to listen for notifications. Malicious apps could easily mess up your phone that way. This discussion on stack overflow goes into more detail.
