Default IVR system for Android

Is it possible that the call to my phone is automatically answered by the app but puts my mic on mute while the ringback greeting message plays like "Please wait while someone answers your call [pause] [usual phone ringing sound plays]" till I answer the call. And when I press the "answer" button of the phone then my mic is un-muted and the ringback tone stops playing if it is still playing. Can such app be developed without rooting the phone?
