Default Connecting to Fixed IP Network

I have bought an Arnova which I was hoping to use at work for our engineers to access a webserver we have onsite. This server hosts a website on a closed network, it is not on the internet.

I have entered the details to allow the unit to connect which is the IP address, the subnet mask and let it try and connect but it constantly says' Obtaining IP Address'. This is odd because it shouldn't obtain an IP address, I have given it one (this is not a DHCP network but a fixed IP network).

Having searched about there are a few people saying that the Android needs the DNS and gateway details. There isn't a DNS or Gateway as this is a closed network and doesn't require it.

Can the android be setup for a fixed IP address? We have it working on our desktops, laptops, iPhones and iPads; it's just the Android device that isn't playing ball.
