I did a search on this and didn't find what I needed. I want to use my phone to run my tablet to watch netflix movies when I don't have wi fi access withuot using my hotspot because it uses so much data. Is there a way to do this without rooting my phone?

Really isn't possible. Data is data and whether you're using it on your phone or while tethering, it's still being consumed.

When you make your phone a hot spot it becomes wifi hotspot it doesn't use any data just to turn it on, but it uses data when you surf the web or watch Netflix. And yes I can imagine netflix it is a hog. I don't use netflix service, but if they have a offline option that would be helpful you could download your movies at home then watch them on the road.

I bluetooth my tablet into my phone and browse the web with it, and have yet to be charged for it being a hotspot.

I wouldn't try watching movies on the connection though.
