It is related to root because u can't change it in stock, so some how its root related oh and incliding I"m Asking this question because i'm making a rom.

On second thought upload your frameworkres.apk from the rom you are working on and ill do it all for you to the best of my ability.

I think mrbobo has a flashable zip that adds crt and extended power menu in post 3 of n00b rom thread
