Default Sasmung Captivate Non Market Apps
I have figured out a way to allow non market apps to be installed from an SD card. Check it out over at XDA Forums.

when i go to dbdata it says directory empty

Default Step-by-Step Process to Install non market apps
There are tones of methods but I found it easier to to copy the file and modify on the computer. You have to root your phone to make these changes.

You need SQLite Manager plug-in for firefox
I used root explorer to view and move files
And I used Dropbox to exchange files to and from PC

Tip: Enable Non Market App Installs on the Samsung Captivate
