Default 3g mobile hotspot issues

my mobile hotspot seems takes a significant amount of time to "turn on" sometimes, while other times it "turns on" in only a few seconds. There have been a few times that it, literally took over 15 minutes to turn on?? Has anyone out there experienced this issue? The first few times this happened I assumed the phone had locked up so I rebooted and the hotspot turned on very quickly. After a few days it starts to get flaky, turning on quickly sometimes then very slowly other times????

Is there a tethering app that creates an infrastructure style connection similar to the mobile hotspot and not an ad hoc?

Any advice...
