Default So... Removing cell capabilities

Is it really as simple as adding the ro.carrier=wifi-only tag? I want to turn my old PCD Chaser into a WiFi only 'app player' for somebody, and completely nuke its ability to use 3G or cell towers. Anybody have any experience?

EDIT: Adding the ro.carrier flag does not, in fact, make it non-cell... I'm going to try freezing a few things. Worst case, I brick a broken phone.

Absolutely nothing. I'm taking an alternate route and modifying Settings.apk and SystemUI.apk to completely remove all references to the phone modules, but removal of the components themselves so far has been entirely unsuccessful. I don't know enough about the OS yet.
