Default Load android OS on smart device

I have an electronic device which operates on digital signals.I can operate this device through hyperterminal.
I want to operate this electronic device using smart device.I want to load android os on the smart device.Then I want to load the android application on the smart device.This android application will operate the electronic device using digital signals.

1.Is this possible using android application ?
2.I am new in this field.How to load android os on the smart device ?
3.Which smart device supports windows ce and android os ?
4.Can android application operate on the usb ports ?

You'll probably have to compile Android for your device based upon the hardware that is present. I'd look over at Android Developers for more information.

Do you mean that I should develop customized android os for the smart device ?
In windows ce,I have developed cutomized bsp using Visual Studio 2005.In the same way,what are the development tools provided by google to develop customized android operating system ?
