Okay, first make sure your PC is getting DHCP addresses from the AP. The pool will likely be something like 192.168.1.100-150, so your PC address should fall within that.
Next, make sure you can ping between the devices. The PC should be able to ping the AP. If you can do that, then it should work. If the pings work, then I guess I'd make sure you have an Internet source, on a regular AP this would be a CAT5 cable into the INTERNET port on the AP. In the case of an android device, that's the cell signal. Even without signal, the AP should be working (ping between PC and phone/AP).
