Which Android ROM is most customizable / has the most options and settings?

With what carrier? Verizon will have a locked bootloader and may take a while to achieve root on any of them.

Hence there are currently no ROMs for the phone. But will most likely get cyanogen mod support which is very customizable.

You can take a look in the current galaxy note forums to get an idea as to what can be done.

Thing is with cyanogen, you lose everything r
that makes the note 2 special

Customization over CM: Android Open KANG Project (AOKP)
