Do you mean which target (Android 2.3.3, Android 3.2, Android 4.0, etc.) or do you mean which skin (WVGA800, WXGA720, etc.)?

Keep in mind that if you use, for example, 3.0 as your target, users who are running anything below 3.0 won't see your apps listed in the market on their phone.

You might find this page useful. Platform Versions | Android Developers.

If would steer clear of Android 4.0 right now. Especially if your using Internet tutorials because it's very new and I understand very different. Not even all the stuff on developer.android.com has been updated yet.

So it narrows it down to Android 2.x if you're wanting to develop smartphone apps or Android 3.x if you're wanting to develop tablet apps.

I would advise targeting Android 2.3.3 while you're learning. I understand that Android 2.3.3 largely just added stuff to android 2.3, which itself just added stuff to android 2.2. So if you see Android 2.2 code, there's a good chance it'll still just work in Android 2.3.3. Whereas there's stuff in 2.x that's been deprecated in 4.x and requires code changes.

In regards to skins, just use the default for now. Later you can try out your app using other skins to test how your app works on other screen resolution/density combinations.
