Moved to the development forums.

The folks here should be best qualified to provide suggestions for you to begin learning development.

There's no official certification like some kind of Certified Android Developer AFAIK.

In regards to an Android book, what development experience do you already have? What kind of apps are you looking to create (games, for example)? What version(s) of Android would you want to target?

Android 4 is still pretty new and there's not that many books out for it.

Apress have some books. Beginning Android 4 would get you started, assuming you know Java already.

Do you have reason to limit your learning only to Android 4? Only 0.6% of devices run Android 4.0.x. Platform Versions | Android Developers
