Default Problem opening SDK Manager.

Hello everyone! I have a bit of a problem. First off I am on Windows Vista.

I recently had to uninstall my Android SDK because it was not picking up any updates. I was stuck on revision 12 or something.

So I Uninstalled everything. Got the updated SDk from
Android SDK | Android Developers after I install it, wont let me run SDK Manager Or the AVD Manager.

I navigate to the Android SDK Tools folder via the start menu, click on SDK Manager I get a CMD screen that flashes for about a second (Maybe Less). The SDK Manager never opens.
(The Same happens when I click on the AVD Manager).

Now when navigate to my Android folder via My Computer c:/program files, I would click tools/android.bat and the SDK and AVD Manager would start. But along with it a CMD screen pops. That basically spams 5 or so lines of "Access Is Denied".

Which does not sound good. I am the Admin, and I run as Admin and still get the same outcomes.

The AVD and SDK Manager will also open if open it via eclipse....

My question is can some tell me if there is any way I can Open the SDK/AVD managers without opening eclipse, or clicking on Android.bat.
(Through my old way of just going to the start menu)

(Previous versions did not give me this trouble, I could just click on my start menu and pick the SDK Manager and it opens..)

2.) My Other issue I'm having with this new Install is when I get the SDK Manager to open (Using the Android.bat)I can't download any packages, No Documentations, API's, Platforms, which means I have no targets when I open eclipse and try to make a project.

Java is still installed, it is detected when I install the Android SDK, I have tried messing around with the Environment Paths, Android Install Path.

Nothing is working.

Can anyone give me any help?
Thanks for any help in advance.

Sounds like you might have permission problems on some of your files/folders. Try recursively taking ownership of the all files/folders under C:\Program Files\Android.

I'm Mac and it's been too long for me to remember how to do this in Windows. I remember there being something like an Ownership tab under advanced security of the folder.
