i am working on an app currently also. i have been using php and its working well. are you looking to use the database to import a database or you just grabbing info as needed?

other options are ruby on rails and straight java. I personally find php the easier of the 3.

You don't actually develop the app in PHP, you just create a script to handle the queries requests that are issued from the client software (android app).
