Default Can I develop applications without ADB drivers for my device?

I ordered Le Pan II tablet yesterday.

Today I found out that so far there are no ADB drivers released by manufacturer.

Does it mean I will not be able to develop applications on this device at all? I do not mean developing applications that require root access (this tablet has not been rooted either but I am OK with this).

You only need ADB drivers to your device if you are going to connect your device to the computer. You can develop apps to your device regardless of drivers.

If you use linux you shouldn't need any drivers to connect your device to your computer, at least on Ubuntu anyway. You just plug in via usb, exec command 'lsusb' to get the device vendor id, and then put that in a udev rules file. After that adb works fine.
