Default Emulator problems on windows with Netbeans

I searched in the forums for an answer to this question but i didn't find one.. so my question is can anyone help me figure out why i am getting the message below when trying to run the emulator

Name: test
Path: C:\Users\Brandon\Downloads\.android\avd\test.avd
Target: Android 1.5 (API level 3)
Skin: HVGA

c:\android-sdk-windows\android-sdk-windows\tools>emulator -avd test
emulator: ERROR: unknown virtual device name: 'test'
emulator: could not find virtual device named 'test'

running winblows?

Ok..
from Linux point of view.
I just run android script in the tools folders.
it can also create avd and also run the emulators with out commands line

I am confused.. I think you are saying that you run the android script from the tools folder and I believe thats what I have been trying to do.

then you'll get a SDK / AVD manager.
just go to virtual device and click on one of your avd then run it

I did what you said and this message when i started the emulator for AVD 'test'

emulator: ERROR: unknown virtual device name: 'test'
emulator: could not find virtual device named 'test'

ok.
did you try clicking on "new" in virtual device?
before you run the emulator

I tried that too and I am still getting the same error... do you think i may have set it up wrong?

Question

So I ended up changing from netbeans to eclipse and I am still getting the same error message

emulator: ERROR: unknown virtual device name: 'test'
emulator: could not find virtual device named 'test'

does anyone know what I am doing wrong and how I can fix it?? I am soooo frustrated.. I've been trying to figure this out for 3 days.
