Flashing a Custom ROM will only if you also wipe data - otherwise the app that pulled in the virus will pull it in again.
You're better off performnig a factory reset and then researching the apps you keep installing as one of them is no doubt leading you to get infected since it has happened more than once.
There is also the possibility that your hardware is actually messed up, in which case no amount of flashing will fix it - you'll need to replace the phone. Again.
As far as Flashing is concerned, yes, to flash a ROM you need to be rooted.
As for which ROM you want to use, that is going to be up to you - there is no way to definitively say "This ROM has the best battery life" or "That ROM has the best features" because we're not you - we can say "We like this ROMs X,y and Z features" or "On our phone, with these 80+ apps installed, this ROM performed the best in terms of Battery life", but that may not mean squat, if you only have 2 of those apps installed out of the 80 that I list. Such a topic is completley subjective, as there are too many variables involved, including but not limited to 1) phone usage, 2) phone age, 3) battery age, 4) refubished phone versus new phone, 5) previous overclocking, 6) apps installed, 7) charging habits, and many, many more variables. You really have to figure this out for yourself, no one can tall you for sure that this is the best or that one is not. Aesthetics also plays a major role in people's choices, but not mine, as I want pure performance.
Again, if doing a custom ROM / Factory reset does not help, you need to replace the phone.
