Default New Android Phone

Hello Everyone, I am looking to upgrade to a new phone, I have vzw. Currently I have a D2G. My main concern is purchasing a phone that can be rooted and will able to get around the VZW wi-fi tether block. My d2g is currently rooted with stock software ( not updated to Gingerbread_) so I can still tether. If there is nothing available could someone reccomend a good stable rom.

The VZW phones with the largest dev communities are the Galaxy Nexus and the RAZR. I'm not sure if you can get past the tether block though.
