Question Wifi Automatically On, GPRS sometimes not workable

I am using Droid with Android 2.2. The 1st strange thing is that its wifi will (sometimes) be turned on automatically. And when talking about a reboot due to the change of battery, the wifi will almost certainly be turned on, even if it is of off-state before the phone went off. Then I noticed that the GRPS function of this mobile will, also sometimes, not workable, meaning that all the apps require a internet connection will report a no internet if without a WLAN. A simple restart of the phone will fix the issue. Seems to me, it was very like the situation that some app might just crashed and brings down the system services it used, in my old programming days.

And ideas?
