Default CityID causing 2.2 upgrade problems

I removed CityID without making a backup after root(I know dumb), but I was able to find an .apk of it off the net to download but am still getting a
assert failed: apply_patch_check("/system/app/CityID.apk" error.

I am assuming its file permission error, if so, what are the file permissions supposed to be and how do I change them?

Or if there is a way I can goto a stock Droid X straight from the factory that would work as well. (I have tried doing the stock factory restore from the phone itself but it fails to re-install CityID).

Any help would be appreciated thank you.

You might have more problems show up after fixing this one.

Might be easier to just flash back to 2.1.
