I'm not the most knowledgeable person with it comes to networks, so feel free to wait on more responses but...
I believe the Canon printer can only connect to a router. Then other devices connected to that router's network can use it. What you need is a device that can connect directly to other devices, called ad-hoc compatibility.
With 2 phones it MIGHT be possible to put one in HotSpot mode, then connect the other phone and the printer to that HotSpot network. But I'm not sure if HotSpot only shares the internet (3G) or if it's a true router (devices talk to each other).
Just my 1 cent, since I don't know enough to put in 2 cents.
