I want to be able to keep all my apps, icons, and settings after flashing from DK17 to DK28. Is this an option? Nandroid doesn't seem to cover this and I am unsure if Titanium is capable of it all.

Nandroid cannot do this. Nandroid keeps a backup, but it will just flash over the DK28 back to DK17 if you restore it. I have heard you can use Titanium to maintain the apps, however, there might be issues when restoring the apps on a different ROM. I am pretty sure the icons and settings have to be redone manually.
