Default How do you disable cellular radio?

I got Samsung SPH-D700 on Sprint, I just want to make sure all signals are disabled except wifi. I don't see any settings for this and the reception bar is always visible. This will be a wifi only device and I am running stock Sprint's 2.3.6

If anyone reads this, what is the most recommended custom ROM for this?

The simplest fix, is to use airplane mode. It will still allow the use of WiFi and GPS.

I didn't know airplane mode would still allow wifi.. most airplanes require even wifi to be turned off and other devices I have turns wifi off as well with airplane mode..

That's starting to change, as some airlines are now offering WiFi access in flight. Some older devices will disable everything in airplane mode, but most newer devices (including the Epic) will let you re-enable WiFi, once you start airplane mode.
