Default 3g drops in and out while streaming audio

I have had this problem since 2.2 was installed...

I can pick any streaming app I want... IE scanner Radio, XM Radio, ect.... I will listen for a min. or so and it will repeat the last minute or 30 sec of what they just said. When I look at the 3g arrows they are grey, not white. So I thought it was just a weak signal... Well I was in Houston TX this weekend with full 4g and it did the same thing! Is there any way to fix this or get rid of 2.2 all together... This is really bugging me.
