Default evo 4g bad esn, what this means and is it of use?

I'm thinking of buying an evo 4g with a bad esn (I don't plan on using it as a phone).
Will a phone with a bad esn have access to wifi, the GPS chip, the Bluetooth and the android market and other Google apps?
Is there anything else that a bad esn ruins besides the cellular network?
And is it worth paying $100 for an evo 4g with a bad esn just to use it as a mini tablet

If you want a mini tablet you can probably get a 7" for about 150. I know Kmart has one for around that price. I personally wouldn't pay that much for a phone that I'm not sure if I would be able to use anyways.

Well its your 100. Personally I use Google Music for all my music. I can go to any computer / phone and play my music from googles servers. I don't have to worry with syncing or running low on space.

I'm not 100% sure you can update with a bad esn. I would assume you could using WiFi as your data connection.
Or you could root the phone and load any version of android currently developed for that device. I personally wouldn't pay $100 for a device that has been flagged with a bad esn. It can't be activated without an act of congress, or so I've heard.
