Can't move apps to SD for internal storage space

I have had the "low on space" notification on my phone now for weeks. I tried moving apps from my phone to my sd card but when I go to do that, the "move to sd card" button isn't an option I can choose. It won't let me click it. I have plenty of space on my sd card and want to move them to it. Is there any way how to do it?

Have you tried resetting the phone?
Have you tried power off, battery pull, insert battery and restart?

1. Apps2sd only tells me the apps that I CAN move to the sd card. I want to move most of my apps to my sd because there's more room there but it won't let me select the option to move it there.

2. I am NOT resetting my phone because tht will wipe off all my apps and I still want them

3. I have tried multiple times by taking the battery out and restarting it
